2025 League Protocols

The referee is to advise the League if League Protocols were met.

The number of players and team officials on the bench must match the number
of players and team officials listed on the game sheet.
The referee will enforce and make sure all Team Officials listed on the game
sheet have signed and initialed the form.
No game sheet will be accepted if the named Team Official has not signed
and INITIALED the form.
A player or team official whose name appears on the game sheet shall be deemed
to have played in the game.
If absent, have the name scratched off by putting a line through the name.
The referee will clearly identify the Team Officials listed on the game sheet by
confirming that identify matches their Team Officials card and that their name
appears on the most up to date stamped roster as Staff. ( Player/coach) is an
individual's with a both a Player card and Team Officials card listed on the most
up to date Stamped Roster as a Team Official under STAFF and as a player under
Players
WOSL PROTOCOLS
The following is an overview of many of WOSL's Protocols that all teams
participating in WOSL must adhere to.Please look at WOSL's, EMSA District's, and
Ontario Soccer rules and regulations for exact terms and conditions.
GAME SHEET ACCURACY See Rule 7.6
THE GAME SHEET MUST NOT BE HAND-WRITTEN.
SUBMITTED HAND-WRITTEN ILLEGIBLE GAME SHEETS MAY RESULT IN A FINE.
Game Sheet accuracy is vital to WOSL.
When called upon, the game sheet confirms and provides the information
necessary to effectively deal with issues based on providing 100% reliability in
identifying the individual or persons authorized to participate in the game.
Each team must complete a game sheet for each game. The game sheet must
contain the full name and jersey number of each player eligible to play. All OSA
numbers must be entered to match the OSA number on player cards or team
officials' cards and the most up-to-date stamped roster.
Only twenty (20) players may participate in the game, and only those players
whose names appear on the game sheet may do so. The signed and initialed
completed game sheets must be given to the referee at least fifteen (15) minutes
before the start of the game.
A player whose name appears on the game sheet shall be deemed to have played
in the game.
Mandatory Signature and Initial

Thus, the importance of the Team Official's Initial is above the signatory section of
the game sheet.
No game sheet will be accepted if the named Team Official has not signed
and INITIALED the form.
All team head coaches and assistant coaches will take the Soccer for Life course,
Respect in Sport (RIS), Making Headway in Soccer (MHW) and Making Ethical
Decisions (MED).
All Team Managers must have Respect in Sport (RIS) and Making Ethical
Decisions (MED.

An Ineligible Team Official is a Team Official Who:
Is not registered under Ontario Soccer's Policies & Procedure, does not have a
valid Team official card, or whose name does not appear on the most up-to-date
stamped team roster under STAFF.
RED CARD
A Player or Team Official dismissed from a match may not continue to sit or
remain in the technical bench area and must leave the venue immediately.
A Player or Team Official who has been dismissed by receiving a Red Card may
not sit in the spectator area.
A Player or Team official dismissed by receiving a Red Card in the game may not
return to the field to participate in the end-of-game handshakes or the team's
departure from the field of play.
SUSPENDED PLAYERS OR SUSPENDED TEAM OFFICIALS
Suspended players or suspended team officials attending a match must sit in the
designated spectator area. However, they must not bring negative attention to
themselves by making any public audible announcements meant to undermine
the match officials, players, team officials, or other spectators while attending the
match.
Suspended Team officials may not coach or provide verbal tactical instructions
from the spectator area.
Otherwise, they will risk disciplinary action under the WOSL Non-Compliance
Standards and a breach of the Code of Conduct. See the Code of Conduct and
Sportsmanship section.
Suspended Players or suspended Team Officials should be encouraged not to
attend matches until their suspensions have expired.
PENDING SUSPENSIONS
Players or Team officials charged with a suspendible offence may continue to play
or coach until the EMSA discipline committee renders the aforementioned
suspension. Unless the club receives notification that the player has been
reported for match official assault or any other offence that carries an immediate
suspension from all soccer activities.
When the suspension has been confirmed, the club will be notified, and the
suspended individual's name will appear on the game sheet under the Suspension
section of the game sheet.
A suspended Team Official holding a valid or valid Player card may continue
participating in future games in the area not affected by the suspension.
HOWEVER, those individuals who receive a notice titled " SUSPENDED FROM ALL
SOCCER ACTIVITY " are immediately suspended and may not participate in any
soccer activities from that moment onward.
INJURED PLAYERS (not dressed)
Players who are injured and unable to play in the game may not sit on the bench
or near the technical side of the field. Please direct them to the spectator area.
However, if dressed in a numbered uniform and identified on the game sheet by
that number, they may sit on the bench, provided the game sheet does not
exceed the 20-player maximum player limit. As with all substitutes, substitutes
must behave responsibly.
VENUES WITH PUBLIC ACCESS TO THE BENCH AREA SIDE OF THE FIELD
The home team venue coordinator must monitor venues that allow public access
to the technical bench area to prevent unauthorized individuals from accessing
the bench area side of the field.
No spectators, including children or pets, are allowed to remain on or near the
technical bench area or the technical side of the field.
Please direct them to the spectator area.
MISCONDUCT
9.13. Any team failing to control players, team officials, or spectators may be
required to attend a hearing.
Team officials, club administrators, or clubs found acting in a manner detrimental
to the league shall be fined, bonded, or suspended.
PLAYER CARD CHECKS See Rule 7.8
Player card checks will now be required in ALL divisions when requested by teams.The game
sheet will reflect a yes or no question that can request a player card check. Details of the
process will be indicated on the game sheet. By indicating “NO,” there will be no option for a
protest by the league. This will be in effect until the start of the 2nd half for any players
arriving after the kickoff, where all cards and stamped rosters must be checked before any
player can enter the field of play.
Teams must have their player cards available for a player card inspection along
with the most up-to-date stamped roster.Electronic devices which have a " Sports
Engine Account" displaying a valid player or team official card will also be
accepted as long as the player or team official is listed on the most up-to-date
stamped roster.
Only players who appear on the most up-to-date stamped roster are deemed
eligible to play in the game.
A Team Officials Card is invalid unless that name appears on the most up-to-date
stamped roster as a registered STAFF Team official.Signed-in Team officials whose
names appear on the game sheet who are unable to produce a Team Officials
Card and whose name does not appear on the most up-to-date stamped roster
are deemed ineligible to be in the technical/bench area and must watch the game
from the spectator's section.
PROTESTS See Rule 7.8 & Rule 9 section 9/10
Protests must be made before the start of the match.
Any team failing to check their opponent’s ID Cards / Books before the start of
the game forfeits the right to protest based on player/team official eligibility.
This will be in effect until the start of the 2nd half for players arriving after the kickoff, where all
cards and stamped rosters must be checked before any player can enter the field of play.
PLAYING AN INELIGIBLE PLAYER or USING AN INELIGIBLE
TEAM OFFICIAL See Rule 7.9
Playing an ineligible player will now result in a $1000.00 fine and a loss of points; in addition
to having the points lost from the game being overturned, there will be an additional loss of 3
points, for a total of a 4- 6-point reduction, for a tie or a win
JERSEYS OF SIMILAR COLOUR See Rule 7.12
If (2) teams have jerseys of similar colour, the home team shall play in their
official registered colours while the visiting team will change to an alternate
jersey colour.
Substitution on a Throw in. Substitutions are allowed during the taking of
a " Throw in", the opponent has the option to piggyback on said “ Throw in."
REFEREE ABUSE
Fines for incidents involving Referee abuse will now be increased to $1000.00 for the first
offence.
ALL clubs must sign the league " Code of Conduct."

Once the Code Of Conduct has been signed, all Clubs must monitor and take
steps to mitigate and prevent further egregious behaviour of their players, team
officials, and or spectators.
A club found guilty of acting in a manner detrimental to the League's well-being
will be fined, bonded, or suspended.
Coaches, players, and team spectators are not to verbally and/or physically abuse
game and league officials.
Throughout the season, if a team's cautions and dismissals outpace the
league average regarding dissent and /or foul language towards the
match officials, that team will be brought in for a review of the incidents
in question, and at that point after the review…the board may impose a
fine/penalties for such behaviour found to be in breach of the league's
Code of Conduct.
WOSL reserves the right to impose fines, fees, bonds, and/or penalties concerning a
registrant's misconduct, including cancelling the registrant’s membership and/or refusing
future registration with the Association.
